The NEAT + is a simple and pragmatic project level environmental assessment tool that assesses a snapshot of the current sensitivity of the local environment, highlighting any underlying vulnerabilities. The tool then overlays activity-specific information to identify potential exacerbating risks posed by a project.
There was no simple and pragmatic tool that could be readily implemented without environmental expertise. The goal is to enhance quality accountability of humanitarian programming through the identification of key environmental issues by users with limited or no environmental expertise.
The intended users are humanitarian actors with decision-making responsibilities at the project implementation or development stage. The tool is suitable for use in the immediate aftermath of a crisis, after life-saving needs have been met. The online data collection is done in Kobo and the analysis in Excel. It is interactive throughout the data input process and adaptable to donor and organisational requirements.
