The organization of the Black Sea Economic Cooperation (BSEC) fosters political and economic cooperation among its twelve Member States. Through the organisation, the governments of the participating states have created a common agreement, regarding collaboration on emergency assistance and emergency response to natural and human-made disasters. The agreement implicates that if a party finds that its own disaster response force are overwhelmed, it can request assistance from remaining parties by forwarding a national appeal.
